Study on Working Conditions in the Construction Sector in Mongolia
The NRCC research team conducted the study “Working Conditions in the Construction Sector in Mongolia” between August 2024 and June 2025.
A presentation and discussion of the study findings were held on Monday, June 16, 2025, at the conference hall of the Ministry of Labour and Social Protection. Around 30 representatives from the International Labour Organization (ILO), relevant ministries, trade unions, and non-governmental organizations attended the event both in person and online.

Mongolia ratified the International Labour Organization (ILO) Conventions No. 29 and No. 105 on Forced Labour in 2005 and has since been taking concrete steps to align its national legislation with these conventions. The ILO continues to provide various forms of support for their implementation, including the following:
In 2022, the National Statistics Office (NSO) of Mongolia, with ILO support, conducted a pilot study by adding a new module to the Labour Force Survey.
In 2023, a Study on Military Labour in Mongolia was carried out.
In March 2024, the ILO organized a national consultation to identify priority research areas, during which forced labour in the construction sector was identified as a key focus.
To assess compliance with Convention No. 29, the ILO supported the implementation of a study on working conditions in Mongolia’s construction sector.
This study employed a mixed-methods approach, combining both quantitative and qualitative methodologies, to provide a comprehensive understanding of working conditions in the sector.
The policy discussion was moderated and facilitated by P. Bolormaa, National Coordinator of the International Labour Organization (ILO).
Before the presentation of the study findings, Maria Gabriella Breglia, Policy Research Officer at the International Labour Organization (ILO), delivered a presentation titled “Overview of ILO Research in Mongolia and the Rationale for Conducting the Study on Employment Conditions in the Construction Sector.”
In addition, a policy discussion was held on the current and planned measures to improve employment conditions in the construction sector, which was moderated by P. Bolormaa, National Coordinator of the ILO.
