Corporate Social Responsibility Report

This research aims to review and evaluate the current situation of CSR Public Policy in Mongolia and to develop policy recommendations. According to the research findings, CSR is quite a new issue in Mongolia, and it is at the initial stage of development. Although both state and non-state actors understand the importance of public policy on CSR is important, however, there is no unified understanding of CSR, and current understandings are in compliance with each other.

In Mongolia, the main state actors or government organizations responsible for CSR are the National Development and Innovation Committee (NDIC) and the National Council of Corporate Governance (NCCG). In addition to NDIC and NCCG, there are other state actors such as the Government, Ministry of Finance, MSWL, Ministry of Food and Agriculture (MoFA), Ministry of Mineral Resources and Energy (MoMRE), Ministry of Nature, Environment and Tourism (MoNET), General Department of Taxation (GTT), Mongolian Customs General Administration (MCGA), MASM, Government Special Fund (GSF), Citizen’s Representative Khural (Local Parliament), Governor that partly cover CSR activities in the framework of their mandate. Although there is no specific CSR public policy, NGOs and private entities have been actively participating in this field.

Legislations contain minimum standards related to CSR and various incentive mechanisms for the creation of workplace, introduction of progressive and ecologically friendly technology. However, there is a lack of implementation of those provisions. A disparity in understanding CSR among stakeholders and the absence of government institutions responsible for CSR may be contributing to the lack of implementation.
